Presently,
the most important legal act in Poland referring to control of packaged goods
is the law 'Packaged Goods' from 06.09.2001. (Dz.U. No. 128 from 9.11.2001, pos.
1409). This law describes a set of requirements for all manufacturers of packaged
goods. The most important of these are: - The packaging person, within
60 days before the start of control, is obliged to submit to the director of proper
territorially measuring institute, the description of the system of internal control
of quantity of packaged goods, and guarantying the proper control of quantity
(art. 16)
- The packaging person is obliged to document in written
form all performed internal controls of quantity of packaged goods, in a way guarantying
checking by external administration offices for time and place of the control,
quantity of batches, samples, results of checking the samples, and determination
whether the terror does not exceed maximal acceptable value and whether the batch
meets the criteria for acceptance the product in the market (Art. 18 ust. 1).
- On request of administration office, the packaging person is obliged
to make the documentation of performed controls available (Art. 18 ust. 4).
According
to above norms, all manufacturers of packaged goods are obliged to have their
internal system of control of packaged goods. This system should include, apart
from organizational procedures describing its functioning, the instruments for
